Suspension of the sanctions; core issue of the talks

A political analyst says that the new round of negotiation can be based on the previous six rounds of the talks.

In this episode of “Goftogooye Siasi” program we had invited the Head of the Institute for Dialogue and Strategic Development, Dr. Qasem Alidousti for a discussion on the Vienna nuclear talks and the future of diplomatic efforts between Iran and the West.

Answering a question regarding the nuclear negotiations in Vienna Qasem Alidousti said that our negotiators are moving as per their commitments but some sources have told us that the Iranian team has continued the path of the previous six rounds of the dialogue. “These assumptions are based on the information gained from two of the Western and Russian negotiators.”

He said that the previous six rounds of talks had some ambiguities which dragged us into a series of oscillation. The Americans insisted on a step by step move while keeping some of the sanctions in place; “The target was to trap the Islamic Republic.”

Alidousti pointed out that despite six rounds of dialogue, a deal didn’t took place; “during those negotiations a draft was prepared which is negotiable and not against the assurances of the current nuclear negotiation team.”

He further claimed that the previous six rounds of dialogue can remain a basis for the current talks saying: “The most important factor is the content of the new sit ins which is aimed at removal of the sanctions and termination of the economic embargoes; “It’s a matter of fact that the narration and the content of previous rounds will remain a topic of discussion, but the final decision will remain in line with the interests of the Islamic Republic of Iran.”

Dr. Ghasem Alidousti added that during the previous administration we faced countless experts who had not enough expertise in their own field. “Some of these individuals were infiltrators whose espionage activities were proved later. They were deciding the path for the negotiations.”

He told our host that the current administration has decided to reduce the number of the experts while appointing those who are in line with the vision of the establishment. “Therefore, Removal of the sanctions, freedom of the economic activities and verification of the actions of the western side were the issues which were raised as the framework of the discussions.”

Alidousti pointed out the complications in the removal of the sanctions by the western side saying that not only the US administration but also the Congress beside the European countries is presenting their very own version. They’ve stepped in with a team of professionals to defeat Iran by pushing it into a trap.

The other guest of our program was the Iranian diplomat Ramin Mehmanparast who recalled the detailed discussions between the members of the JCPOA and said that these talks were intensified after the US violated the Nuclear Deal and imposed sanctions on Iran.

Mehmanparast added that later, the western sides of the deal were expecting Iran to bring its missile and regional activities to a halt which was rejected by Tehran. “These topics were unrelated to the nuclear issue as well as the framework of the JCPOA.”

Mehmanparast who’d also held the position of the Spokesperson of the Foreign Ministry further said that during the election campaign Biden had showed his intention of his return to the nuclear deal with Iran but after he held the office, the statements of his political team hinted that not only any change in the policies of the US is not possible, but also some new topics are being added.

He also said that the US insists on expanding the JCPOA to topics other than the nuclear issue saying: “The administration has emphasized that such a demand is totally unacceptable which also includes any new set of negotiations on the content of the deal. The JCPOA was finalized and sealed and according to that agreement we had accepted nuclear limitations for a clear time period for the peaceful nature of Iranian nuclear program to be verified. According to deal, the western governments were obliged to remove all the sanctions imposed on Iran in a reciprocal move.”

Mehmanparast added that if the negotiations are held to address the western and especially the US’s incompliance to the deal, then we’ll face a simple job. “West will remove the sanctions and Iran will return to its commitments.” He said.

He made remarks on the seventh round of negotiations and said that two workgroups have been created; one of them is addressing the removal of the sanctions while the other one focuses on Iran’s return to its commitments.
