Maintaining Maximum Pressure Policy against Iran Hinders the Progress of Vienna Talks

Radio Goftogoo ‘Without Scrawl’ program had a phone call interview with Dr. Abolfazl Amoui, spokesman for the National Security and Foreign Policy Committee of the Iranian Parliament, about Eraghchi’s report on the Vienna talks.

Abolfazl Amoui pointed out that the parliament intends to have general supervision on developments in political and security sectors within the framework of its supervision duties; “Among the significant issues for our country is the talks currently held in Vienna focusing on Iran and P4+1 negotiations. The goal of these talks is to set a framework for Americans’ return to the nuclear deal and the JCPOA.”

“In this context, negotiations are moving on. Five rounds of talks were held so far, after each we invited Mr. Eraghchi, as the Iranian negotiating team’s head to come to the parliament and explain about the negotiations process,” he added.

The Parliament National Security and Foreign Policy Commission spokesman reminded; “Prior to this meeting, the commission received necessary information on foreign policy and national security from Mr. Eraghchi several times.”

He explained about this meeting and noted; “Mr. Eraghchi clarified the process of talks in the fifth round of negotiations and the issues that were raised there. The fact is that despite accepting that the policy of maximum pressure has failed, the other side resists in removing the elements of this policy and sanctions.”

Amoui continued; “Although the Islamic Republic of Iran’s logic was somehow able to overcome some troubles which existed as a result of sanctions, especially in partial sanctions, but in the case of the individuals, the American side doesn’t accept the Islamic Republic's argument that sanctions should be lifted altogether. Thus some people remain on the sanctions list, and this is not acceptable for our country.”

He mentioned that in the meeting, general policies of our country in negotiations were reviewed and there was an exchange of views on the controversial topics and procedure of executive arrangements and verification; “Our discussions are mainly focused on these three issues: sanctions, verification and executive arrangements of the agreements made between the parties.”

The spokesman for Iranian Parliament's National Security and Foreign Policy Commission also said that the meeting focused on the Islamic Republic's nuclear activities; “According to the reports, texts have become somewhat clearer and the writing of the texts has progressed, but there are still fundamental issues that remain unclear. One cannot expect the sides to reach an agreement in a little while.”


“Negotiations will continue, and unless there’s a change in Americans approach, there will be no immediate agreement, but if they take a different approach and actually intend to abandon the policy of maximum pressure, we can expect that," he said. “We had to reach an agreement. But for now and regarding Americans strategies, it is unlikely that we’ll reach an agreement in near future.”

Referring to the suspension of Iran's voting right at the United Nations, Amoui said; “This issue has two aspects. First, it is a sign of oppressive sanctions, which even have a negative impact on the function of international institutions. Although the Islamic Republic of Iran clarified the sources of this issue, but the United Nations cannot receive this money.”

He added; “The second aspect is important from an executive point of view. It’s significant for us that the voice of the Islamic Republic should be heard in international organizations such as the UN and that our vote be effective there. Efforts have been made in this regard. The main part of legal obstacles was removed and we hope this problem will be solved in the coming days.”
