Hojjatul Islam Nabaviyan pointed to the formation of a special commission for examining the Joint Comprehensive Plan of Action (JCPOA) in Iran’s 9th Consultative Assembly; “As we studied the JCPOA, we realized that Zarif's words indicate that he is not aware of the JCPOA details.”
Radio Goftogoo's "Without Scrawl" had a phone call interview with Hojjatul Islam Nabaviyan, deputy chairman of the Article 90 Commission of the Islamic Consultative Assembly, analyzing the dimensions of Iran’s former Minister of Foreign Affairs and his confessions regarding the JCPOA.
Hojjatul Islam Nabaviyan pointed to the formation of a special commission for examining the JCPOA in the 9th Consultative Assembly; “As soon as we studied the JCPOA, we realized that Zarif’s remarks indicate that he is not aware of the JCPOA details.”
He reminded; “On July 14, 2015, the JCPOA was approved and I read it in a few days. After that, the Minister of Foreign Affairs came to the parliament praising his heroism and the conquest on the JCPOA. At the same time, he announced that "lifting of sanctions", and not “Suspension” had been mentioned in the JCPOA. At that meeting, we showed the word suspension to Zarif, and he said with honesty, "I did not see those words!"
In this interview with Radio Goftogoo, the Deputy Chairman of the Article 90 Parliamentary Commission stated that none of the main negotiators read the JCPOA carefully; “The former Foreign Minister had recently stated on the Club House social network that he was accused of not reading the JCPOA. It is a lie, and that “suspension” isn’t mentioned in the JCPOA, but it’s in the appendix which he didn’t know about.”
He continued; “The JCPOA includes 18 pages while there are a 92 page attachment to it. When Zarif says he hasn’t seen the word “suspension” in the attachment, he seems to be talking about a footnote. This is while there’s no difference between the JCPOA and its appendix.”
Nabaviyan explained about the difference between the JCPOA and its appendices; “A number of generalities were mentioned in the JCPOA main text while the details are included in its appendices, i.e. in the JCPOA we read that sanctions will be lifted; while this issue can be performed in three different ways; The first is cancellation, the second is suspension and the third is cessation.”
He pointed out that the first annex of the JCPOA determines Iran's obligations; “in the same annex, the concreting of the nuclear power plant is discussed. Iran's commitments are listed on 29 pages, but the commitments of European and American sides are listed on 15 pages. The third appendix, which is peaceful cooperation, is listed on 7 pages. The fourth footnote contains 6 pages and the fifth footnote is about the date and how the provisions are implemented, which is again 6 pages.”
The deputy chairman of the Article 90 Parliamentary Commission, stated that Zarif had made a commitment to all 110 pages dedicated to the JCPOA, including generalities and appendices, and not just those 18 pages of generalities; “The commitment has been made, but the former Minister of Foreign Affairs says he has only read 18 pages and wasn’t aware of the next 92 pages.”
He stated that the JCPOA negotiating team, namely Zarif, Araqchi, Salehi and Kamalvandi, were not informed of the JCPOA text; “Mr. Kamalvandi stated that the word "military" wasn’t mentioned in the JCPOA at all, but I showed him the same word in paragraph 74 that allows Westerners access to our military facilities.”
